The Jackson County Comprehensive Plan was completed and adopted by the Board of Supervisors in June 2024. The Comprehensive Plan introduces the history and present condition of the county, and recommends directions for Jackson County's continued growth and improvement over the next 20+ years. The plan was prepared by ECIA of Dubuque in partnership wtih Jackson County Planning & Zoning, and was directed by a steering committee of residents of communities across Jackson County.

The Comprehensive Plan seeks to guide City actions and efforts towards continued community improvement and economic development through 2040. The plan was prepared by ECIA of Dubuque, and supported by a local steering committee and City input.
